The easiest, fastest way is to sand it off, then reapply the redwood stain, or whatever stain/sealant was used on the rest of the fence. After a few months, you won’t be able to tell it was there.
If it’s a wide stain, use a belt sander on the sucker. Otherwise, an orbital or hand sander on it.
