It depends – Florida is "spring break"
Palm Springs in California use to be very popular with the college crowd but it died down. In recent years it has become more popular again. But remember it’s smack in the middle of the desert.
The average temp for spring break in coastal SoCal is going to be around 70F. It’s not super warm for laying out and getting a tan. In addition we don’t get a lot of rain but it that seems to be a period where if we are going to get rain, that’s when it will come.
BUT if you don’t mind that it’s not "traditional" spring breack – So California is WAY WAY WAY better than Florida.

Well, if you want the whole Laguna beach vaca. Then go to Cali. However, if you want the tropical feel, go to Maui, Hawaii (Don’t go to Oahu, it’s the city state.) or the Florida Keys, or Mexico.
Florida is generally warmer & possibly more popular with the college crowd (many people from California go to Lake Havasu, Hawaii or Mexico for Spring Break).
