Is there a law in California stating that employees have the right to cash out their vacation hours?
I have about 200 vacation hours that I don’t want to talk. I’d much rather have money. Can I ask my employer to trade my vacation for cash?

the only law is that they must pay you for it when you leave

No, they don’t have to cash them out unless you quit or are terminated.
Nope. They do have to pay you for them when you leave, but not before them. You should check company policy, you may have an upper limit of vacation days and can’t earn more than that, forcing you to use them.
You are a better employee if you take some time off now and then.
You can ask your employer, but I doubt they would be willing to cash you out.
