Can Redwood trees grow places that get cold so long as they are watered enough?

I live in a place with cold winters (temps can get below 0 F at times) and I am wondering if Redwood trees can grow in such a climate

I saw some fair sized ones in the West country in England and its warmer there than most other parts of England…And wettest part of the country in the Northern hemisphere.
