What is the easiest way to rake leaves from on top of redwood chips, without disturbing all the chips?

If you have a shop vac, just turn in to reverse and blow them off to an area where you can rake.

You can sweep them! They make brooms for leaves now or you can use a regular broom and simply sweep them.

Use a leaf blower
Leaf blower is the easiest way!
If not that, you need a very light weight rake, not the heavy tined one, and a very light touch. Rake with short strokes, elbows high, lifting upwards at each stroke. Just don’t dig deep as you go and you should be OK. It takes a bit of practice, but you’ll get it.
